Medical exemption certificate Tier 2 General Dependent

Hi,
I am on Tier 2 general visa here in the UK and my wife in on dependent visa. Our GP suggested my wife to apply for medical exemption certificate for her thyroid treatment. She applied and got the card but haven't used it yet. I was wondering if this counts as a benefit and are we legally allowed to have this card?

It is not 'public funds'. No issue.
