Tier 2 main and Dependent

Hi All,

I am on TIER 2 visa. Can anyone advise me the below?

1) Could my wife switch her TIER 2 dependent visa to TIER 4 student visa from inside the UK? If she can, will I be able to switch my TIER 2 visa as my wife's dependent?

She needs to apply from home country.
