Family visitor - refused leave to enter

My husband's visitors visa was refused today,it would be his first time applying for a visa,he wants to visit his mother who is a British citizen,the reason for the refusal was in paragraph 4 regarding income,saying in a nutshell that there is not enough funds,even though we showed we have a investment besides income and my husband gets a grant. They say they are not satisfied that he will return, and stay in the UK,not return to his home,job, wife and dog children that he loves!!!???. The other problem they had was that besides an invite letter from his mom there was no other documents. Documents that he had! but the lady by the biometric centre told him he doesn't need to add it!!!!
My husband's airline ticket is booked and payed already! and he just planned to visit his mom for 18 days from 11October 2017. If we reapply and give all the documents we had from his mom and a sponsorship letter will he stand a chance????? We even have a letter from our medical aid saying he is covered in the event of a accident or illness,and here I told my husband what a lovely place to visit it is,I was there in 2008. Feeling angry, frustrated and disappointed with a unfair system.

Investments won't be considered as they are not liquid.

Did he submit a letter from employer to prove he has been granted holiday etc?

Re-applying is all you can do and you can insist at the visa centre that they take all his supporting documents.

He would need substantial evidence to prove his ties to home country?

If his mother is British, is she British by descent or British born or naturalised as British?

He did give a letter of employment stating when he started and our joint salary.

His mother had a ancestral visa and then applied for British visa which she was granted. Can we immediately reapply? We will definitely give all her documents. Will a sponsorship letter from his mother in law in our country make a difference? and our marriage certificate, including application that we busy adopting a child? We can also give a letter showing that the airline ticket was sponsored.
