Living With Parents (Council House) Need Help

Hello, I have recently married my wife and her visa will run out on the 26th of October. We have booked premium service and would like some advice.

We currently live at my parents house which is a council property. We don't pay rent as I'm a carer for my father. My wife is not on the council list. What form of proof would I need to take in terms of her living with my parents?

Tenancy agreement
Letter from Parents
Permission for BOTH of you to live there from the Council - Letter of No Objection
Utility bills and Council Tax bill
Char (CR001 not Casa)
