How long does it take to get a result after decision has been made

So I have phoned the International Enquiry Service 4 hours ago and get a confirmation that they have made a decision on my application (yeah!), but they might take 10 more working days for the decision to reach me (wtf!?).

I have applied with priority service from Japan on 17 September. Unfortunately, the Visa is being processed in the Philippines (wtf Japan? You are supposed to have everything) and there are like 3 public holidays during that period (just kill me).

Anyone has a similar experience or any idea why it would take another 10 days for they to process that Visa? The staff refuses to comment on anything other than the fact that they have made a decision on my application and that my information has been added on their database on 1 September.
