EU citizen with UK PR applying for spouse Visa Premium Service?

Hi All,

My wife is a French Citizen and also holds a " ". We recently got married after giving notice to UKVI, as I am in student visa until Oct 2018. But, I am a bit confused. Can I apply for a premium service spouse visa? as the website says ?

2. Apply as a partner or spouse

To apply as a partner, you and your partner both need to be 18 or over.

Your partner must also either:

be a British citizen

have settled in the UK (they have ‘indefinite leave to remain’ or proof of permanent residence)

have refugee status or humanitarian protection in the UK
You and your partner must intend to live together permanently in the UK after you apply.

ALSO, the UK residence for EU citizens page says "you want to sponsor your partner’s visa application under the Immigration Rules"

Does it means people with this document can apply for premium service spouse visa?

1. Overview

You don’t currently need to apply for a document to prove you can live in the UK unless:

you’re an extended family member of someone from the European Economic Area (EEA) or Switzerland

you want to apply for British citizenship

you want to sponsor your partner’s visa application under the Immigration Rules
A new scheme will be available for EU citizens and their families to apply to stay in the UK after it leaves the EU.
