PR application doubts - Documents and re-applying

Hello, I have 2 questions, I would love some help with:
1 For PR as EU citizen who has lived 5 years in UK, do I need to also send the Life in the UK and IELST english exam? Or that's only for when applying to citizenship?
2 If my application is rejected due to lack of proof of residency for my first year, could I then apply again the following year?

1. No, it is only for when you apply for British citizenship.

2. You can reapply at any point when you qualify.
