Tier ICT LONG TERM DEPENDENT TO TIER 4 WITHIN UK

Hi,

My wife is currently on TIER 2 ICT long term dependent visa. She is planning to join post-graduation from January 2018.
Will she be able to switch from the current visa to tier 4 within the UK or should she apply from India.
