T4 Student Visa from France Long overdue

Hello,

I applied at Paris for my visa 23 days ago. I paid them 300 euros for a priority service, which said I should get my visa within 5 days.

My school starts tomorrow and I still have no visa or my passport or any decision.

it says 100% are sorted within 15 days, even without the priority service..

What is going on and what can I do? Is this common? What is the longest anybody has waited for a visa? I need to make some life decisions and I need to make them fast.

For an advanced country like the UK this sure is a poor system.
