Italian passport spouse visa

I have a friend who's brother in pakistan is marrying a Italian passport holder lives permanantly in the uk

Does the same guidelines apply ie 18600 threshold for applying for a spouse visa??

No and it isn't a spouse visa it is an EEA Family Permit under the EEA/EU rules, unless the Italian spouse is also a British citizen.

Suggest ask your 'friend' to register on the forum and ask his own questions.
