Leave to remain application

Hie everyone going crazy waiting for the HO
Applied for permission to stay in the U.K. 20/05/2017
Received biometrics letter 26/06/2017 which I did on the same day
It has been 3 months waiting with no response whatsoever .. is this how long it will take ?
I did contact my local mp but I have had no response from him ( must be too busy to care )

If anyone out there can shed light to a dark soul with any information please help

It would be helpful if you stated exactly what application (form name or visa category) you applied for?

The application I did was the flr o. The letter I received from Sheffield says .
Thank you for your application to stay in the U.K.
Your application raises issues relating to the European cenvetion on human rights which are complex in nature .as it falls outside our normal service standards for deciding leave to remain applications .please be assured that we will make a decision on your case as quickly as possible .

Arrived in the U.K. In 2000 as a 12 year old on a 6 month visitors visa with mother and brother .. applied for asylum in 2009 with my brother. Brother was granted 5 year visa on article 8 . .. I assumed my visa was going to be next as I went with him .in 2011still no reply I decided to contact the mp he told me my application was denied ... 2012went to a lawyer started the process of acquiring a visa went to Birmingham and pleaded my case which was denied again ... so for the past 5 years I have been arguing the fact that they said on my brothers letter that when he arrived in this country he was a minor and too young to understand the politics in Zimbabwe which I agreed on but he is 3 years older than me . I was advised just to start the process again .

I paid for IHS I got reference number but in the latter itself, says. No need to let us know if you already pay for immigration health surcharge.....
