You need to be employed with your current sponsor to qualify for ILR based on Tier 2 General. You also must submit a letter stating 'the applicant Mr/Ms xyz will be required in ABC position for the foreseeable future', which you obviously won't get if you resign.
Also unlikely that you will have your new BRP by the Monday 20th November IF your application for ILR is successful on Friday 17th.
