Tier 1 Dependent ILR- Time between visa issue and Entry

Hello All

I am settled in UK since 2014 through Tier 1 route, and applying for my wife ILR who is Tier 1 Dependent,
She was issued visa on 11/11/2012 and entered UK 21/1/2013.
Reading through the various posts, the general opinion is the time between visa issue and entry does not count in five years residency requirement. However recent reply to FOI from home office suggest that it will count , as it does from Tier 1 general applicants.

Has anyone in similar situation applied for ILR , and what was the outcome.

I have already booked appointment on 19th October, based on FOI reply , however need a bit of assurity before proceeding with the process.

For PBS dependents their 5 year residence clock starts from date of entry to the UK.

There have been members in the past who applied for dependents based on date of visa issue and ILR was refused due to not meeting the residence requirement.
