PR card requirements

Hi All

I'm asking on behalf of an Italian friend who has been in the UK for more than 2 years - is he entitled to apply for PR card and what are the requirements please - thank you in advance

He needs 5 years residence and must be a qualified person exercising treaty rights for the full 5 years.
Char (CR001 not Casa)
