referee concern MN1 Form

Hey everyone!

Im applying to register my baby daughter (2 months old) as a British citizen via MN1 form, everything goes well until the local GP who knows me and my family for the last 6 years said that they don't endorse the application as a referee! ... very silly !! I know and they know as well but rules are rules...

due to the MN1 form guid about referee I quote:
" One referee should be a professional who has engaged with the child in a professional capacity as a teacher, health visitor, social worker or minister of religion.

Im so confused , as the only option I have now is a company director who is a friend of the family for the last 6 years. does he considered an eligible referee?? if not ,,, what I have to do? the GP should be obliged by law to do this, isn't?

please advise with many thanks

Health visitor, nurse at GP office, pharmacist........
