Tier 2 ICT Dependent to Tier 4 General

Hi

I am currently on Tier 2 dependent visa of my husband, I have got a placement for post graduate course.I am going to apply for Tier 4 general visa.
For the above scenario could you let me know
1)Whether I can show my UK bank statement for my tuition fees, maintenance funds instead of my home country bank ac statement?
2)Also can my husband apply from within UK after I get my visa or does he need to apply from home country as well?

Your earliest advise will be very helpful.

Sorry for the confusion, going forward we will use this user id .Could you advise us on the below or do I have to start a new topic.

1)When applying for Tier 4 General main applicant can my partner show home county bank statement

2)When applying for Tier 4 dependent from UK can I show the same bank statement from the home country or do I have to show UK bank statement since I am applying from within UK.
