MN1 form three years rule

Hi All
I got my ILR via 10 years route on 22 Sep 2017 by using in person application -Belfast
I have NCS appointment on 17 Oct to apply for my both kids MN1 application - they were both born in the UK

Does the three years rule apply to them I.e. do they need to be in the UK three years ago on 17 Oct 2014
?

No there is no such requirement. UK born children are entitled to Register and no minimum residence is needed.
