Help, limited leave to remain

Hi, hoping someone can help, we applied for indefinite leave to remain for my partner of 9 years on the 7th April 17, 2 weeks ago we received a letter stating we do not qualify for indefinite leave to remain(due to evidence which we actually have lots of) so we had to pay £400 for the NHS fee and are being considered for limited leave to remain (this is our 3rd uk visa). We paid it straight away as we are travelling at the beginning of December and we didn't want to appeal due to time frames. We have not heard anything, the home office are useless and cannot tell us when we will be issued a visa? Any advice on this would be really helpful as we are both so stressed. We have a 1 year old and are taking little one back to nz to meet the family.

What is your partner's immigration history, including start and expiry dates and names of visas held?

Are you married?

What form did your partner complete for ILR?

What documents did you submit and what documents does HO claim you have not provided?

Hi,

First came into the UK on a partnership visa on 19/12/11
Applied further Leave to remain on 10/7/17 and granted 10/8/13 - 10/8/15
Applied indefinite leave to remain on 29/1/15 and granted further leave to remain 23/4/15 - 23/4/17
Applied indefinite leave to remain on 7/4/17, received letter on 6/10/17 although the dated 27/9/17 stating did not qualify for ILR but still meet the requirements for FLR for 24 months. Paid IHS of £400 6/10/17

We are not married however we have been living together in a continuous relationship since 2008. Had our first child 24/10/16

Home office claiming did not provide enough information to prove subsisting relationship between April 15 - Feb 16. We sent the recommended documentation but didnt spread it over the previous two year well enough I guess. We have a ton of supporting evidence for this period but as mentioned we are up against it time wise as travel at start of December so trying to submit further documentation via post is out of the question.

We have also tried to upgrade to premium service to try and present addition documentation however no response at all!

What are our rights as service standard under the Home Office customer charter states 6 months and we are getting close to 7 months now.

Never would have thought this could have taken anywhere near long...

Why was the ILR refused in 2015 and what category of FLR was he granted instead?
