Yes, IHS is refunded.
Is there any reason you cannot ask all your tier 1 ent questions in ONE topic or are you going to start a new topic with each one line sentence question?

The courier services are privately owned and handled by third parties. If you are using Royal Mail, just send it to the postal address

Yes you can but not a good idea. In case you need to make a fresh application for any reason you will need the 90 day again

Do you have an idea of cases examples where resubmit new application can be a solution?

There are plenty of them in this forum - it depends on the reason for rejection. For example, a mistake in documents submitted is the easiest one that is resolved by submitting a fresh application with the correct documents.

Please, when can I start track the T1E extension visa status and which number to use? None of the numbers working after three weeks of submission

I do not think that there is a minimum time after which you can start tracking your application. Although if I were to make an educated guess, I would say it is after your fee is deducted and biometrics are enrolled.
Either way, the online visa tracking system is an experimental one and doesn't give much information (Open, Awaiting a decision and Decided).
Let us know how you get on and good luck.

We are in the same shoe. Have you received acknowledgement letter and have you done biometrics?

Why it takes months to decide tier1 entrepreneurs extension? Does the application go to que and gets opened only after months from applying? Sure it doesn’t take months to read or verify the documents.
I am just wondering as it is really frustrated plus soon I should hire two employees to comply with ILR and if the application gets rejected for whatever reason it is waste of money and time. Plus me and my family can’t travel anywhere as we don’t have passports!
I know the most likely answer will be... it is what it is, and nothing can be done. But I think this issue needs to be highlighted some how to the home office.

Not all applications take months. It all depends on the application, your business and your background. There is no hard and fast rule
