Tier 4 overturned decision after PAP - new CAS enquiry

Hi,

I have applied for Ph. D Course and visa was refused on the basis of credibility interview. Applied administrative review that also refused. Applied Pre action protocol now they have overturned decision.
CAS - start date 2 Oct.

HO asking me to resubmit all previous documents once more with fresh acceptance letter before 15th Nov. University's next intake is only in March 2018 that means they cannot issue CAS before December.

Please advise.
