PBS Dependent Extension English Requirement

My wife is also in a similar situation. We are applying to extend her stay using PBS dependant category.
However on the application form there is nothing mentioned about English language requirement. I found out from various posts that dependants must also submit proof of English proficiency.

Do we still need to submit proof of English language proficiency?

We did submit her degree certificate during entry clearance though it was not needed.
But now if proof is needed we need to get NARIC confirmation due to PBS points calculator being switched off.

So please can you help if we do need to submit proof of English language proficiency?
If yes, can we use NARIC 'English language assessment' service instead of 'Visas and Nationality' service as it is cheaper?
