SU07/12 - person authorised to sign enquiry

Hello

I'm completing the SU07/12 form for my partner and page 2 is requesting a signature "being a person authorised to make this certificate on behalf of the Secretary of State." From those of experience of this, who and where do I go to get this signed with my accompanying evidence? I'm based in Swindon. Thanks in advance

Form SU07 is NOT required for a spouse visa.
Char (CR001 not Casa)
