Cooling off Period Applicable for Dependent who was previously on ICT

Hi Team,

My wife and myself both came on Tier 2 ICT in the year 2014. My wife recently switched from Tier 2 ICT to Tier 2 ICT Dependent VISA(became my dependent) in this year June month. She has recently got an offer from a company who is willing to sponsor her Tier 2 General VISA.
My query is since she was holding ICT visa previously, does she need to serve off Cooling Period? Or can she apply for Tier 2 General VISA from Home Country after the company has completed the required proceedings.
