Tier 2 ICT to Tier 2 General dependent

Hello,
I am currently working in UK with Tier 2 general visa and my wife is in Tier 2 ICT Long term visa for last 1 year.
Her visa is getting expired on Jan 2018 so I am planning to switch her visa to Tier 2 dependent.

Can someone please tell me exact process for this?
Can we switch her visa within UK?
Does she needs TB test and English test?

You need to meet the 90 days maintenance requirements and evidence of relationship/cohabitation.
Can we switch her visa within UK?
Yes.
Does she needs TB test and English test?
No.

Is the marriage certificate enough as a evidence of relationship?
Please let me know if we need any other documents apart from the bank statement, passport, BRP and Photographs?
