Spouse visa - Error in spouse's refusal letter !!!

My visa is refused and letter says:
You do not meet financial requirements underEECP3.1-3.4 of appendix FM
Your application is refused under paragraph D-ECP1.3of appendix FM with reference to paragraph ECP1.1(d)
My husbands gross income is 19000/year
I don't understand why is my visa refused and what I must consider if I reapply . Plz give urgent reply

Will be there any problem if he/she is self-employed? My husband is self-employed and earnings 20.500 and its writing on the HMRC. I completed the section 3C-F on the Appendix2 form. I wrote 1 years earnings. His previous years earnings were 15.000. I didnt write it. Hope there wont be any problem.
