Is getting work permit means residence card is on the way?

My wife is a none EEA national and i am a british citizen. Just 20 days ago we applied for her residence card as a family member of a british citizen.
A week later my two children and I got our passport back.
Yesterday 14/12/2017 we got a confermation letter allowing her to work.
Is getting work permit while processing her application a good sign that she might get her residence card?
In the previous two applications she got refused a work permit then later recieved the application refusal.

Hi guys I sincerely apologise for the confusion I have caused. I havent realised we (me and my wife) have created so many accounts. I would be more than happy to close down the other ones and keep one account instead. We have forgotten the loging details and ended up creating other accounts.

I am british and my wife is an iraqi with an Irish residence card (EUFAM4) we excersised surender singh route, by going to Ireland and live, work there then come back to UK. This is how I meant sorry for the confusion.
