RCOS application under Shortage Occupation

we want to recruit under Shortage Occupation applying for RCOS

ANy criteria to be met for an employer to issue RCOS under Shortage Occupation

we assume that just prepare Advert as per the SOC shortage terms. Apply for RCOS before 5th of a month although RLMT is not met. HO will review applications after or on 11th and approve applications based on points scored

please advise if our understanding is correct

this is the first time we are going recruit for a role which is under Shortage Occupation list
