TIER 2 dependant application change

Ive recently submitted a PBS dependant application for my newborn child from inside the UK and paid to apply via post.
Is it possible to change the application to submit it in person instead as we need to travel more urgently ?
We have not yet sent the supporting documents nor have we submitted biometrics.

No, only certain applications can be changed from postal to premium.

Is there any other option like applying for a refund of this application and submitting a new application? I was unable to find any refund or withdrawal option.

I am not sure, however, you will struggle to find a premium service appointment as most centres are full booked already for January.

Called UKVI today and the agent advised that there is no option to withdraw or cancel the application for a refund. When I mentioned to her that I have not yet submitted any documents and biometrics she informed that I would have to wait until my application is rejected and the amount refunded minus an administrative charge before I can make a new application. This advice did not make sense so I called after a few hours and explained the situation to a different agent who advised that since the documents and biometrics have not been submitted so technically my application is not in progress and I can request a refund for this applicantiom and also make a fresh application simultaneously.
Im quite surprised at the difference in advice being offered.

That is normal. We understand the call centre is a third party agent and they frequently give out wrong information and often you can phone 10 times and get different advice.
