Resident card

Hello

I am new here and I need some urgent advice please ?
I am planing to travel with my wife to Germany as I hold residence permit *permanent residence *, but I heard from few people that the law been change recently and I need to have visa to Germany or EU resident card .
I already have bought the flight ticket and I don't know what to do ?
