Does that apply for dependants? if there is a gap between their visa issue date and their entry date.

Dependants have to be in country for five years, so only date of entry is applicable. So, if you dependants came a couple of months later that is a good idea to delay the extension application to ensure you and your dependants have completed 5 years when you apply for ILR

There is no minimum period for the children, only for the partner.
However note that the children can only apply for ILR when the partner also does

Dear marcnath,
My visa issue date 11/3/2015 , entry date 12/4/2015
My wife on 27/5/2015 , entry date 27/6/2015
If I got my extension on 28/5/2018, my family period from issue date to this date is 3 years.
But from entry date to 28/5/2018 it is 5 years minus 1 month.. Does HO count the period 27/5/2015 to 27/6/2015 as absence period or they do not count it.

The document you posted is the eligibility for the main applicant.
The requirement for partners is specified in the immigration rules as The applicant and the Relevant Points Based System Migrant must have been living together in the UK.....
And you can't have been living together in the UK before 27/6/2015. So, the earliest your wife qualifies is 26/6/2020 and she can apply for ILR 28 days before that.
It should not be an issue for you as you can apply sometime in May 2018 (assume you got 3 years 4 months) for your extension and in all probability, your extension will be valid well beyond June 2020.
