Their 2 dependant visa leave to enter

Hello
I have a dependant visa tier 2 and it was issued on March 2017 I had to come to the UK before 23rd March and collect brp from post office however I couldn't come to the UK and stayed back in India.
I applied from out of India as my previous dependant visa was expired. I also received the following from immigration it says if I want to visit UK I need to do it under leave to enter here is exactly what it says

Afternoon,


Further to
your overseas application for a Biometric Residence Permit
(BRP) we have been advised that are not in the
UK.


Your 30 day
vignette visa has now expired and as you have failed to
collect your BRP, it has now been cancelled.



If you wish
to travel to the UK, you will need to make a new application
for ‘Leave to Enter the UK’.

So I says that I can apply under 'leave to enter' but I didn't find any such form or any situation similar to mine in gov.uk website
Anyone who knows n can help me to give me information about how to apply under 'leave to enter' or find relavant information please help me

They apparently want you to reapply for a visa/Entry clearance (25A).

When you applied in March 2017, when was the expiry date of leave of the Main Tier 2 holder?

My husband that is teir 2visa holder his visa expired in January 2017 and renewed then itself he also got his biometric

Vinny is asking for the date of expiry for your partner. What date did your partner apply to extend their visa in the UK??

My partner's visa's date of expiry is 22/01/2020
Me and my partner has search a lot about this situation and we found in one of the topics in this form some one suggested to apply under visa vignette transfer do u think it's the right way to apply.
My situation is I had 30 day vignette from 23/02/2017 to 23/03/2017 and I was supposed to go and collect mine and my daughters biometrics permit before or on 23/03/2017 but I couldn't go and I wish to go and join my partner under tier 2 depandant visa

If, at the time they issued your 30-day vignette, your partner's leave was valid until 22/01/2020, then try applying for a vignette transfer.

Hello,
I tried to apply for vignette transfer but in that form when I click that option it says it's for transfer of Vignette to another that is renewed passport so can please tell me whether I can go for vignette transfer or not
