Transferring to Ireland Employment Visa from UK Tier 4 Visa

Hi,

I am an India national. I am currently on UK Tier 4 Visa at London. Can I apply for the Ireland Employment Visa (I have a job offer in hand). The reason I am asking this question are as follows,

1. I want to move out of PhD Research due to change in funding status - the funds have been stopped due to non-interest of the funding company - I am perfectly fine with discontinuing the PhD
2. I recently got a job offer in hand.
3. My employer wants me to join as soon as possible.

Bottomline, I want to know whether it is mandatory to complete my studies in UK to apply for the Ireland employment Visa?

Would I need to go back to India to apply for the Ireland Employment Visa OR can I apply from UK itself?
