Irish family visa with sponsor currently in UK

Hi, I live in Northern Ireland and hold dual citizenship for UK and Ireland (I have passports for both). In April I am getting married to a Latin American man. He is currently in the UK on a fiance's visa but we would like to move to Ireland when it expires in May and therefore are applying for a family member visa for Ireland. My questions are:

1. Can we apply for a spouse family visa before we are officially married? (it takes up to 6 months for a decision and as he only has till May on his current UK visa we'd like to get started before our wedding in April).
2. Can we apply for an Irish family visa for him when I as his sponsor don't currently have an Irish address? I'm assuming a Northern Ireland address won't suffice as he won't be able to live in Northern Ireland with his Irish visa.

I would really appreciate any help people can offer. Thanks in advance.

Which visa category are you referring to here, the UK spouse visa or the Irish family visa?

I think you can apply for h irish visa while you are living on island or ireland. Check www.dfa.ie. Website.
