No, Tier 2 ICT doesn't lead to ILR after 5 years.

Only ICT visas issued before 6th April 2010 lead to ILR.

I want to settle down in UK. I am currently on Tier 2 ICT. Is there way I can apply for another visa type to avoid serving cooling off period remains in UK ?

Tier 2 General only has very few exceptions to avoid the 12 month cooling off period.

Other than that, it really depends on your circumstances and if you have dependents or a spouse etc and what their nationality is and what other visas they qualify for.
