Can a British citizen working and studying in the uk be seen as a EEA National exercising EU treaty rights

No. This would only apply if you had 'exercised treaty rights' in another member state for a decent period and moved back to the UK with your family using Surinder Singh route.

If you want to sponsor family in your circumstances you state, you need to use the more expensive Immigration Rules.
