Do you mean different visa will have different interest rate? Is that mean, is kind of unfair.
Should I look for house first or look for mortgage brokers first?

Different bank has their own rules regarding providing mortgage to Tier 2 holders. When I was buying my house some banks were ok with my visa some weren’t so it depends
You won’t be able to get a mortatage with Tier 4 visa, unless you earn significant and stable money from “20 hours per week”

I have not ask, but did not read anywhere saying non-UK citizen unable to apply "Government help to buy scheme "
