Imm health surcharge for child - please help urgently

I applied Entry Clearance Visa (Settlement Route) for my Wife and child.
Online Application Submitted: 15th NOV 2017
Application Type: Settlement Entry Clarence from Pakistan ( Non- Priority)
Biomatric Appointment: 20th Nov 2017
Document sent to Sheffield: 24th NOV 2017
Document Returned: Second week of December 2017

Since than i have not heard anything from Home Office (British Embassy). Today is 51 working day since biomatrics are taken.
My Question is I paid for wife IHS charges but solicitor told me that IHS for child shall be payable at later stage on request of Home Office due to bug in system.
It has been nearly 3 months now but Home Office did not ask us to pay for Child IHS? I am not sure what should i do? One thought comes that probably they are going to reduce therefore not bother asking for child IHS? Any advise please? Thank you.

IHS plans are that the fee will be increasing to £400 per year per applicant.

Are you sure you have not received an email asking you to pay, or your spouse maybe got one? Checked your spam/junk folder for any??

@ CR001: Thank you for replying. I made a clerical mistake in previous post where i meant to type "Refused" but typed Reduced. i do Apologize.

Actually i mean to say,

"One thought comes that probably they are going to refuse therefore not bother asking for child IHS? It has been 56 working days for non priority Settlement Entry Clearance application". Is it normal or sometime they ask to pay after VISA is granted or sometime they do not ask at all? Any advise please? Thank you.

That is not how the system.works. Even if they are minded to refuse, they will still have to consider your application first. Consideration will not take place until the NHS has been paid.

I have experienced similar problems in the past, the caseworker will get back to you. 51 days dont seem too long to me, based on experience of the delay in processing.
