What visa does the other parent hold?

Is the other parent also apply for ILR with you?

Child settlement visa. Form VAF4A if applying from abroad.

https://www.gov.uk/uk-family-visa/child

Or include child in your ILR application.
apply ILR in Oct 2018 and planing to go to home town in Nov 2019,
Are your dates correct? If you have a whole year, this would be sufficient to apply for citizenship for the child.

So why don't you apply for MN1 for the child at NCS, wait to enrol biometrics and then travel. You can also then apply for citizenship and passport at the same time and ask a friend to check on your post.

Then when you return to the UK with the child on PBS dependent visa, you can show evidence/proof that you have applied for MN1 etc.
