Dependent Education & Cost

I am in process to submit my application soon. However confused and want to clarify on below key points while reaching to decision.

Scenario:
We are 5 family members, Myself / Wife and 3 kids age 17, 16 and 14.
Elder son 17 years is already an international student in UK (Tier 4) for sixth form studies. Once Visa Tier 1 visa is granted, he will be included as dependent family. His visa status may be changed once he become dependent. or later his visa status to be changed if necessary.
Question 1: once he join university in 2019, What fee and admission quota will be applicable for him. Can he seek admission in UK universities as local (not international student). He intend to do medicine (Mbch / MBBS).
Question 2: When time for extension comes (3 years), he would be 20 years though still dependent, will he get extension together with all family??
Question 3: My other 2 children are 16 and 14 years, can they study in local school / colleges, i assume they don't need to pay international student fee.

Appreciate your kind assistance on this crucial decision. My ultimate purpose is to provide kids an opportunity to become British citizen.

He will be an international student as he does not have settled (ILR) status.
Question 2: When time for extension comes (3 years), he would be 20 years though still dependent, will he get extension together with all family??

Should be fine as long as he is not living an independent life.

Yes up to the end of sixth form after that you pay.
