When to Submit my ILR application..??

Hi,

Could anyone please let me know when to submit ILR application considering my scenario as below.

My job start date as per CoS is 01-Oct-2013. But my Tier 2 Visa Issue date is 10-Nov-2013.
So can I submit my ILR application 28 days prior to 01-Oct-2018 or 28 days prior to 10-Nov-2018

Visa start date. Note that a CoS is NOT a visa.
