Tier 2 employment sponsored visa to ILR

Hi,
Having spent 5 years in the UK on Tier 2 sponsored visa,Could i apply for a ILR without having a sponsor?
The HO website is really confusing as my thought in the past was that you may not need
sponsor from an employer.
Also assuming i can apply for the the ILR with or without a sponsor, could my partner and 2 children under the age of 14 years who have only spent 3 years with the same sponsored dependent tier 2 visa be eligible to apply for ILR ?

You must be employed by your sponsor and have the two required letters and meet the salary requirement for ILR to apply for ILR based on tier 2.

Your dependents require 5 years residence to qualify for ILR.
