Government maternity allowance is treated as Benefit?

I am on Tier2 (g) visa and my wife is my dependent. She is working part time and now due to go to maternity leave. She is not eligible for Statutory Maternity Pay (SMP) from the employer as her earnings is less than the required minimum earning limit. Instead she can apply to get Maternity Allowance from government (Maternity Allowance is usually paid if someone don’t qualify for Statutory Maternity Pay.)

My questions are

1. Maternity Allowance is similar to state benefit?
2. If we take this will it hamper to our ILR application?
