Tier 2 Visa expired

Hi guys, I am looking for some advise. My visa has been expired on 8th April 2018 and before it expired i have submitted an another application (HRO) on 5th April 2018. The situation is, I have some interviews lined up in my company and if I able to get any offer, can I continue with tier 2 visa? my HR is saying they won't able to offer me any job as my previous tier2 visa has been expired. Is there any way I can get back on Tier 2 visa ?

Why did your employer not issue a CoS for you to extend your visa?

Why did your employer not issue a CoS for you to extend your visa?
Salary is below then the required salary by the UKBA for the extension.

Sep 2010 : First time arrived in UK on a Student visa
April 2012 : Student visa changed into PSW Visa
April 2014 : Applied for enterpeniour Visa which was refused then I continued with appeals.
April 2015 : Got Work Permit (tier 2) through company
April 2018 : extension required by not granted by company

On what basis did you apply for FLR(HO)??
Although I have asked many times to my HR about the extension requirements but they didn't share any information and just a month before my visa expiry they asked my details and said, I am not eligible for the extension as my salary is lower then the required salary for the visa extension. If they would have informed me well time before then I would have able to get another job in the same company to get raise in my salary but within less then a month time it was not possible. So I made an another application HRO and explain all these above points with evidence and ask them (home Office) to grant me some time so I would be able to get another job in the same company.
