Query regarding visitor visa form.filling

My brother in india want to visit us in Uk however his USA business visa git rejected twice.Will.that create any negative impact The reason for rejection was not personal but some.lack of documentation from client.Should he mention for both time and will that create any problem?

if the form asks (as I believe it does) for any previous visa refusals, he should mention them.

It should not affect his visit visa application provided he submits evidence of strong ties to home country.
