Wife has had ILR for 27 Years. Does she still need to do Life in UK Test for Naturalisation?

I suspect the answer is yes but I can't get a definite view on it.

My wife is from the Philippines and we married in the UK in 1992 and have lived here ever since.

ILR always suited us fine but recent political events have made us nervous.

The "Life in the UK" test and the English test seem to be designed for people applying for either ILR or full citizenship from scratch not those who have been living here for years.

Am I being too optimistic?

You are being 'too optimistic'. She would be applying for 'full citizenship'.

If she is over 18 and under 65, she needs to do both the LIUK test and B1 English test from an HO approved test provider.

You might want to take a look at the the Home Office guidance.

Your wife would only be exempt from the Life in the UK test requirement if she suffers from a long term physical or mental condition.

With regard to the English fluency requirement, your wife will have to pass a B1 test from an approved provider unless, she is over 65 years old, a national of a majority English speaking country (Philippines does not count) or holds a degree taught in English.
