need an advice for tier 4 visa

GREETINGS EVERYONE!

My brother applied for uk tier 4 (student) visa but unfortunately he got refused from Uk immigration office,saying that my brother is not genuine student.we took AR but again it was refused.Now i am asking that should we apply for JR?If yes then will it help him get visa?

He must get advice from his Tier 4 sponsor about this. They may have withdrawn the offer already, in which case any further representations are a waste of time.
