Switch to Tier 2 (General) dependent from ICT Tier 2 main

Background:
I am a T2 ICT dependant residing in UK since July 2014 and have valid visa
till June, 2019. Now I have received a job offer (shortage occupation) with
a COS to start from 1st August, 2018. My husband (ICT T2 visa holder) and
child (ICT T2 dependant) are also planning to travel to India with me to
switch their visas as well.

My questions:
1. Which is the best option for my husband and child; apply switching from
India or from UK?
2. By any chance, if application for T2 dependant is unsuccessful for my
husband, can he continue with his existing T2 ICT till it is valid?
3. Will the T2 dependant visa (shortage occupation) be counted within
monthly allowable T2 (general) cap?

2. Yes.

3. Dependent visas are NOT included in the monthly cap.

Thanks for your prompt reply.
One further question on the application form which will be used to apply visa from India. It is asking for my permanent address. Which address to be mentioned as my permanent address? Is it my existing UK address where I am living since 2014 or my India address?

1. Recommended to apply for dependents as well from India, way faster (if opt for priority) gets visa generally in 5 days.
2. Since it will be out of country application (from home country) put India address as your permanent address.
