NHS Treatment about to make spousal application

Me and my wife (Brazilian National) are planning to make a spousal visa application in the next 6 weeks. However last week she crushed her hand in the door and needed a surgery to fix it. She originally came to the uk on a visitor visa 3 years ago. She received a letter from the NHS asking her to prove she is entitled to treatment. There is a section called “non eea national to join spouse” would she qualify under this section as we had all of the documents needed? Or is this section for people who are awaiting on a response from their application?

Has she stayed in the UK for 3 years??
She received a letter from the NHS asking her to prove she is entitled to treatment. Or is this section for people who are awaiting on a response from their application?
What section of the form are you referring to?? Your post is not clear. If she is here on a visitor visa or as an overstayer, she has no entitlement to free NHS.
