You are in wrong forum. But anyway if your EU partner hasn't exercised its treaty rights continuously for 5 years then neither of you will be eligible for permanent residence.
The opinion expressed as above is neither a professional advice nor contesting/competing to other member's opinion/advice.

Which of the two of you is the EEA citizen?

Did the EEA Citizen work continuously? If they were not working, do they have proof that they were seeking jobs? Did any of their job-seeking periods exceed three months (90 days)?
I am not a lawyer or immigration advisor. My statements/comments do not constitute legal advice. E&OE. Please do not PM me for advice.

She is eea
She working in many occasions both of us we went for the same job and some time we claimed job seeker and she was unemployed for couples weeks but less than 3 months each year but she got a load of emails that she was seeking job
Example we worked for 3 months or 4 than we lose job and we claiming job seeker
And sometimes 2 or 3 months unemployment and no received any benefit but we pay council tax and rent and we seeeking job online and register with agency
