Visa4UK - Apply for Someone else

i am applying for a visiting visa, to the uk, for a relative abroad.
i am using the visa4uk website " appling for someone else"
who should sign this section
as the person i am appling for is not in the country

the applicant must sign. It must be submitted in their home country with the supporting documents.
